Alexander Golub has 25 years of experience in environmental and natural resource economics, including 20 years of experience in energy and climate change with particular focus on climate economics and environmental finance, application of cutting age instruments for risk analysis and innovative financial tools for building global environmental markets. He has combined work in academia, NGOs and Investment banking that is critical for building business coalition to support pricing carbon. His academic career started in Russian Academy of Science. In 1998 he received a research appointment at Harvard University. Then in 2000 he was appointed as a Senior Economist at the Environmental Defense Fund to work on economic instruments for environmental protection.
As the Executive Director for Global Environmental Markets at UBS he conducted quantitative analysis of global capital markets in context of pricing carbon emissions and equity formation in response to global and regional climate policy. His experience is particularly relevant for cost-benefit analysis under uncertainty, quantification of random shocks attributed to climate change. Dr. Golub also has an extensive work experience in transition and developing countries in the field of environmental, energy and climate policy including technical analysis and policy advisory role. He has also served as an OECD expert on environmental finance, energy subsidies elimination, natural resources and pollution fees; was lead expert and country leader for The World Bank National Strategy Studies on climate policy; served as principle economic advisor to the Russian government on climate policy. He also served on the Intergovernmental Panel on Climate Change, was a lead author for the panel's Third Assessment Report in 2001 and reviewer for the Fourth Assessment Report in 2007. Golub has published more than 60 peer-reviewed books and papers. He graduated from Moscow State University in 1982 and was awarded his PhD in Mathematical Economics in 1984.
